Fort Berthold Development Corporation (FBDC) is a highly qualified SBA 8 (a) Job Order Contract (JOC) contracting team. Our internal methods and procedures for providing management control in the execution of multiple simultaneous delivery order contracts have been refined through our direct experience on IDIQ, SABER and JOC contracts, effectively managing over 30 delivery orders per year. Our key project management staff has developed proven systems that have resulted in millions of dollars of Delivery Order (DO) project work. Our success is achieved by focusing on the following key elements:
  • Establishing well-qualified on-site and off-site teams to manage the project.
  • Securing and retaining qualified subcontractors and effectively managing and scheduling our subcontractors.
  • Maintaining subcontractor Quality Control Programs (QCP).
FBDC's certification and designations as an SBA, tribally-owned, women-owned, veteran-owned, disabled-veteran owned, HUB Zone, 8 (a) small disadvantaged business significantly enhances FBDC's position by enabling federal agencies to streamline their contracting requirements, efforts, and obligations, resulting in significant savings in time and expense.

Additionally, FBDC's unique tribally-owned status allows FBDC to be exempt from competitive thresholds. Typical 8 (a) businesses are restricted by award limits of $5 million (products) and $3 million (services). Tribally-owned 8 (a) businesses are exempt from the requirements for competitive bidding; any sized contract can be sole-sourced to tribally-owned small businesses. This enables federal agencies to negotiate significantly higher award ceilings for sole-source contracts with FBDC.

FBDC recognizes that the management of construction projects requires knowledge of modern management techniques and a firm understanding of the design and construction process. Numerous tasks are put into place to ensure that the project is completed on time, within budget, and adhering to the highest safety standards.

FBDC utilizes a proven method in construction management, the "Inception-to-completion" approach, to successfully execute contracts. Key to this approach is the assignment of one qualified individual to each delivery order, maintaining the on-site authority level and the use of standardize procedures.

The Inception-to-Completion simultaneous delivery order management accomplishes the required work by streamlining and increasing the responsiveness of the work delivery. The FBDC team assigns one team member, a DO Manager, to each delivery order issued. This individual retains our trust and authority to make all decisions necessary to successfully complete the delivery order and is responsible for managing the delivery order from inception-to-completion. This decision-making authority and trust is the key factor in ensuring the success of the delivery order and the driving force behind the inception-to-completion simultaneous IDIQ management approach.

Similar to the DO Manager, one team member will be assigned as Quality Control Manager (QCM) in the same inception-to-completion approach. Continuity of the QCP will be achieved through the leadership and decision-making of one QCM overseeing the effort from beginning to end. An alternate QCM will be designated to cover in the absence of the primary QCM. The FBDC team has utilized this inception-to-completion approach in managing over 50 delivery orders/projects valued at over $35 million while maintaining an on-time completion rate of 98%. In addition, we utilize a specific delivery order approach, shown above, to ensure successful completion of delivery orders.
